Cop Gone Wild In Trouble Over Motorist's Video

A car-mounted video camera — more commonly used by police than against them — captured a loud and threatening confrontation in this tiny St. Louis County community that left an officer on suspension and the whole world able to listen in.

The picture doesn't show much, but the audio part of the recording, posted on Google Video and YouTube on the Internet, brought more than 300 protest calls to St. George Police Chief Scott Uhrig.

"I was very displeased when I saw the actions on the video," Uhrig said. "My officers are not trained and taught to act like that."

He put Sgt. James Kuehnlein on unpaid suspension pending further investigation.

Uhrig said the officer's actions were not justified, and he insisted the episode is not representative of his department.

A voice identified as Kuehnlein's can be heard taunting the driver and threatening to jail him on fabricated charges.

The tape, made late last week, was from a camera running in the vehicle Kuehnlein approached, police said.

Brett Darrow, 20, of St. Louis, said he was the driver who recorded the exchange. He posted it online Saturday.

"I wanted everybody to see that this kind of stuff does happen," Darrow said. "I thought if I just go to the chief or whatever, it would just get swept under the rug."

What I'm saying to all those people that want him fired is to take a look at his record first before they scream for him to get fired. Personally, if his record shows he has been a good officer for the past 20yrs with legit arrest records and this is his only complaint then I don't think he should get fired because of a little punk, suspended without pay for a while yes. Cops are humans also. They have feeling and temper just like the rest of us. How would you like to work in a job where no one appreciates you... until you die, people are shooting at you, you are in high speed chases, you walk into a scene where a kid is dead or raped, or get attitude because you simply asked a question? Why they do it? for the times they do arrest a child molester or a murderer, or a drunk driver that would have killed a family (only to see them walk the next day, month, year because their "rights" were violated. 	Stan says: Mike, I take into full consideration that officers are people too. However, you and I have bad days at work and at times may feel under appreciated. The difference is we don't have the power to affect a persons life in such drastic ways. You make the point that he didn't arrest Brett and just let him go. How are we to know that he would have let him go if Brett didn't point out that there was a camera filming all of it. As far as I am concerned, the officer did lie when he said he pulled him over for no turn signals when in fact (if you rewatch the video) Brett did use his signal. 	Law says: Im a cop and am embarassed to see ignorance like this make it on the force- let alone make it to supervisory position. As citizens, we must all let our local governments know that we will not allow acts like this to continue. As a young minority male I was met with hostility from the Police- now as a Police Officer I am careful to ensure I do not violate another's civil rights... at the risk of allowing a criminal to walk- because the ends does not justify the means. The cop sees this everyday on the street and if we experience what he experiences each day, we would probably act the same. The only difference is that he was recorded on tape. The second time, he was blacked out on the side road of the interstate acting like he was running radar with all the above equipment in his possession. Sounds like to me he was violating peoples rights by impersonating a police officer. He intentionally baits police officers into theses type of situations. Whichever may be the case of him baiting the officer or not is not illegal and irrelevant The officer did many unconstitutional abuses of power. For everyone that claims he is a human and can have a temper, there is soething called WORK ETHICS, doesnt matter what you feel, you are requred to operate in a certain fashion hence why we have such detailed contracts. His job is to uphold the law as well as protect and serve the people. Not pull them over for no reason, not to invade his privacy which by the way is the 4th constitutional amendmant, not to harrass the individual(s), not to threaten, not to waste the persons time, not to raise his/her voice; and these are just a few to name from the video. An officer by law is required to maintain his composer and follow the law by the book ( the whole point of his job). So for all those who claim the cop didnt deserve that, unfortunately to say he did deserve being fired. Mr. Darrow did nothing illegal and therefore i cant see how many of you claim he is a prick. And no i am not a cop hater, ive enountered many police stops and although very rare, there are police officers who are very courtese, and the job like they are suppose to, and then there are officers who believe they are gods ( trust me they arent). It is so common a problem that a community of such persons have formed loose alliances for sharing of information. In their own little world of private hell, they have adopted a name taken directly from the pages of intelligence community manuals on such topics. They call themselves TIs, or Targeted Individuals. Politically motivated? Yes, quite often so. Activists and other outspoken individuals, even authors and other public figures. Harassment can involve an incredibly wide array of attack methods and means, and almost always rely upon an endless parade and use of multiple agencies at various levels of jurisdictions. Virtually any government agency from Federal on down to local can be used as a weapon against those who somehow 'get on an enemies list.' But also, large numbers of seemingly ordinary persons with little or no 'public opinion' which might be seen as a threat to the image or status quo of the current establishment are targeted. For them, the harassments are usually for far more sinister reasons than retaining mere political power. But also to try to destroy ones life. Because they do not like being told when theyre wrong. The challenge for me when approached for help by such persons is to find out why, for within the why is often revealed the who, and from there, a means to fight back can usually be found. You see, people who are responsible for these kinds of harassments almost always fear something... have something to hide... something for which the victim of harassment holds a key... a key they do not even know exists or understand well. These harassments are preemptive in nature, intended to make the TI seem delusional and paranoid, even schizophrenic or suicidal. Indeed, over time, they can even foster such ends to one degree or another, significantly harming the mental health of the victim - to the point of serious medical harms such as a stroke, heart attack or even death. They generally include dirty tricks designed to destroy all resources from relationships with family and friends to finances and assets to social standing and acceptance. The attacks produce political zeros, persons who seem to lack credibility, a matter almost always assured on the basis of 'prior harassment information.' This information, manufactured itself by the harassment, is used against them at any attempt to get help or garner interest in their plight from any of the traditional resources normally available to someone wronged. For example, if a TI goes to the police or their supervisors they are labeled indiscriminately, told to seek medical help, and often, the police will even start investigating the TI, and not the harassers. Later, should things somehow get out of hand and become public, the police simply release a statement something like 'well, yes, there were signs of mental instability, and our files indicate a series of problems with police.' This implies police were doing their job and that the victim was the problem: blame the victim. It is the same most places they go. Many of the police and the courts and the lawyers... the medical professionals and institutions... the media and public assistance agencies... even Congressional and other high authorities... all end up being biased, apathetic or deliberately whitewash investigations as usual or try finding some excuse or reason to discount the victim and assume them unworthy of help, that reason also existing because of the harassment being so bizarre itself. Almost every case of methodical harassment will involve some form of weapon of political control technology. This term deserves a full article in its own right, and I have in fact written a whole book on that topic. Such weapons are typically described as non lethal weapons, a code word used by government to politely say something the public would never otherwise accept. The great bulk of recent additions to the PCT arsenal are electronic in nature, and are tied directly to CIA and military mind control experiments which CIA told Congress in 1977 were abandoned' because 'the technology did not work.' His name is David Emerson, and he has hailed from the unlikely towns such as St. Ann, Maplewood and Festus all in Missouri. Like most such victims, he can hardly produce a smoking gun which nails his assailants to the wall and screams for public investigation. Rather, it is his aggregate history in which one finds clues which suggest such is warranted despite the absence of 'hard evidence.' But given his 'political zero' status, few will even bother to listen to his story, much less consider his evidence. His problems started when he was illegally forced into hospitalization at Malcolm Bliss on 4-26-87, against his will, and wrongfully held in the hospital to cover up crimes done by friends and patients of a doctor and not for the stated treatments, creating a gash in his life for which there are terrible memories. This event involved a particular local policeman, and abusive treatment by that bad policeman. It is from this episode that some of the compelling elements calling for investigation of Mr. Emerson's plight can be found. He, you see, like you and me, has a right to access his own medical complaint records. Filing complaints and requests against the hospital and medical staff produced little in the way of compliance. Taking the matter further, Mr. Emerson approached the State Medical Board (Healing Arts Agency) and was actually able to get something accomplished. Per his insistence, the Board ordered the records released, and they were promptly made available. The only problem was, some of the most important numbered pages were missing. As were some pages from his Malcolm Bliss charts even though he paid for them. How convenient. Attempts to resolve this matter resulted in the Medical Board breaking off all communications. Also, convenient, and completely inconsistent with how such matters should be handled. Ever since he filed his serious complaint about the police misconduct and medical malpractice concerning the one improper hospitalization forward, Mr. Emerson was under attack. iIlegal surveillance? Yes. Damaged personal relationships? Yes. Damaging of his finances? Yes. Undue involvement in his life by various corrupt governmental bodies? Yes. And among them, an ongoing and destructive relationship with local police that would do wrong to him from community to community as he attempted to flee his attackers. It seems that no matter where he went, the local police would find him a 'subject of their self centered political interest.' In an attempt to undermine his serious complaints against them. And for agency self preservation. Yet he had never committed any crime, been arrested for any crime, or to his knowledge, been investigated for one - certainly not ever approached as part of an investigation. As the reader undoubtedly knows, the victim has been approached and browbeat viciously about personal matters. Well, they did approach him. They did so to make threats against his well being, to blackmail him and of arrest for no particular reason. They did so to deliberately inform him he was being abused and surveilled by them. They did so in person, by mail and by phone, at all hours of the day and night. These are not the acts of a police involved authorized investigation. These are forms of severe abuse of power which earn the label of severe harassment. This can be taken much further. Since not one policeman, or even one policeman and his partner, but many police men and women in multiple agencies, ex-CIA agents and private investigators, etc. were involved, we can also call it a conspiracy. Someone has to drive and coordinate a conspiracy. They do not happen in a vacuum on their own. Under my further advice, he had started to insure that his actions and interactions involving officials were witnessed. In multiple incidents, Mr. Emerson went to police to file complaints against specific officers for specific episodes of abuse of power, and to demand to access information on file about him. In each instance, he was, despite the presence of a witness, belittled, intimidated and harassed by police in his efforts. No official actions were taken, and his complaints were not taken seriously nor was he allowed to review his files as would you or I in similar circumstance. This alone should cause the reader to think investigation is due. But it gets far worse. Again, under my advice, Mr. Emerson sought to escalate in a particular manner directly to Chief Tim B. Lewis the Chief of Police in Festus and to Internal Affairs LT. Don Lassing. I'd like to think it was the quality of my advice which allowed him to actually make contact and achieve some good in a situation which would otherwise have resulted in his simply being ignored completely. That is a fairly common means of dealing with TIs by higher authorities, as exemplified by the Medical Board, who, after acting to protect themselves under mandate of law by directing release of information, then felt free to ignore Mr. Emerson because they had already done the minimum necessary to fulfill their obligation. It was somewhat similar with the police. Because of the specific manner in which the Chief was approached, he was obliged by law to respond. His response was supposed to state what the specific policy towards citizens by police is on harassment, and to give access to records, and so forth. So specific was his first response and lack of it thereafter that it was immediately clear that those who had handled Mr. Emerson's complaints were clearly in violation of such policy. When then responding to the Chief that this was the case, and offering witnesses and specifics to confirm it, the Chief then broke off all communications. Is there a pattern, here? You bet. Is this the act of a rational, law abiding, and Constitutionally obedient Chief of Police? I think not. Rather, it is clearly the act of someone who is covering something up. 	David vs. Puricelli says: The serious matter that I made a complaint about to the State Medical Board was me having been a victim of a false imprisonment, etc. to an ugly state mental hospital then named Malcolm Bliss on 4-26-87 by a bad First District City cop (where they shut me up and illegally forced overdoses of strong antipsychotic drugs on me) that I knew and felt I didnt need and was allergic to in spite of my rights and constant verbal objections. Just prior to my discharge on 5-30-87, they forced me to receive a longlasting effect shot which was a big overdose of the drug haldol which caused me great suffering and was painful and also caused me many terrible and tormenting side effects and to lose eight months of my life as I was severly sedated by it, as it made me sleep for 15 hours a day for an enitre eight months. The many other side effects of me being drugged were suicidal thoughts and feelings, severe tremors, severe restlessness, humiliation, bossed around, called lazy, severe sedation, slurred speech, abnormal tongue movements, severe mental distress, severe depression, feeling like a raw nerve, slow bodily movements, almost a vegetable, tied up and locked in a room, assaulted by patients and staff there, they villified me on the medical charts, and many other problems too. I was deliberately, maliciously and illegally dumped there even after I sustained injuries from a severe beating by four black men in which I was THE victim of attempted murder and armed robbery. Soon later I learned that the attackers were actually aquaintances of the cop whom had forcefully taken me there and he knew what he was doing and had sadistic intent by his acts and words that he was committing serious crimes such as federal obstruction of justice, hindering prosecution, and victim tampering to cover this stuff up of which I was a victim of and it clearly helped the offenders to get away and evade arrest totally. I have kept all relating police reports, medical records and witness statements too. These agencies wish to engage in covert targeting of me (personal and or political repression carried out under the guise of legitimate law enforcement against complainants), etc. even their own phony helper and black undercover operative Mr. H. Michael Sweeney who wrote a book calling himself "The Professional Paranoid" agrees. I need an official, outside, independent, thorough, detailed, objective, vigorous, real investigation. And please inform me if you or others you know can be of assisstance in my case, and help me get the FBI or other proper law enforcement oversight to sincerely investigate the matter herein and raise the funds for legal aid and or find lawyers probono. Ive been harassed and targeted and even illegally surveilled by PI's and many rogue officials at all levels in an attempt to divert me and my official complaints. My case is similar to the ones which I saw on Old-Thinker News concerning Brett Darrow, YouTube, BadCop News concerning the Gaiks and on 60 Minutes on May 4th of 2003 called "Send In The Spies" in which a D. C. jounalist was targeted and harassed profoundly by a bunch of evildoers so she sued the manager of Ringling Brothers and Barnum Baily Circus Mr. Ken Feld after she wrote a book about his shady dealings then was thereafter set upon to attempt smearing, revenge and diversion, etc. The slight difference in my case is that it involves past serious violations of my civil rights and complaints against rogue governmentals (less people in big business involved here) and many PI's who confessed to some of this in some of our email contacts. Then he swerves as he's driving along the road to draw attention to himself (dui). Then he pulls into an empty lot. Of course the cop needs to check him out. This douche bag has a prior of assaulting an off duty cop, and starts right off with "What did I do wrong?". With an attitude like that he should have had his ass kicked. The cop said he could come up with a ton of charges, but so what. He didn't. He didn't say "I will". Same as "I could beat the crap out of you" is completely different from "I will beat the crap out of you". One is conversation, the other is a threat. File this under attention seeking douche bag.
